I have been running various leagues for years now and to be honest, I don't know if I have ever used this setting. What exactly does it do?
Do I have to have it on so that farm players get sim rerates at the end of the season?

I think they get rerated whether farm is off or on too, I guess it’s just to make it look like they’re doing something.

Active Farm League will generate boxscores/standings/stats for your farm league.
Now, if you turn on the farm streaks/slumps - you get some real interesting shit. Farm player ratings CAN change during the course of the season. So, you may sim one day - output your rosters and voila some players may go up or even down. But beware of using the farm streaks/slumps because the sim will tend to down rate older/veteran players and can also be unkind to goalies as well.
